NAME
    qprepStateInitializeQueueProperties: set default queue property values


  USAGE
    qprepStateInitializeQueueProperties(\%state_table);


  ARGUMENTS
    %state_table (in/out): qprep options hash table
      On output,
        each key is the name of a qprep queue properties option.
        each value is the default value for the associated option.


  DESCRIPTION
    This qprep generic internal routine initializes qprep state
    variables in the "queue properties" category.
